Comprehensive Caltrans Safety Services

Lead Compliance Plan (LCP) Services

Caltrans construction projects involve multiple potential sources of lead exposure requiring comprehensive Lead Compliance Plans per Cal/OSHA Section 1532.1 and Caltrans Special Provisions. Our CIH-certified staff develop complete Lead Compliance Plans addressing:
  • Lead-containing paint on bridges and structures (Section 7-1.02K9)
  • Unregulated earth material containing lead (Section 7-1.02K(6)(j)(iii))
  • Traffic stripes and pavement markings containing lead (Section 84-9.03B, Section 36-4)
  • Regulated material containing Aerially Deposited Lead (ADL) (Section 14-11.08)

When Aerially Deposited Lead is present, we prepare required Excavation and Transportation Plans complying with DTSC regulations, ADL Agreement requirements, and Cal/OSHA standards—integrated directly into the comprehensive Lead Compliance Plan.

Our services include exposure assessment, engineering controls, worker training, ongoing compliance monitoring, and post-project verification.

Frequently Asked Questions About Caltrans Safety Services

What is a Safety Representative on a Caltrans project?

A Safety Representative is a qualified safety professional who provides on-site safety oversight per Caltrans Standard Specifications Section 5-1.28. The Safety Representative conducts daily inspections, facilitates safety meetings with the Resident Engineer, ensures Cal/OSHA compliance, and coordinates safety activities across all trades on the project.

When is a Lead Compliance Plan required for Caltrans projects?

A Lead Compliance Plan is required for Caltrans projects involving any potential source of lead exposure, including disturbance of lead-containing paint on bridges or structures, unregulated earth material containing lead, traffic stripes and pavement markings containing lead, or regulated material containing Aerially Deposited Lead (ADL). The plan must comply with Cal/OSHA Section 1532.1 and applicable Caltrans Special Provisions. When ADL is present, an Excavation and Transportation Plan is also required.

How does DVBE certification benefit general contractors?

As a DVBE-certified company (DVBE #2017031), we help general contractors meet California’s small business participation goals. Subcontracting with us qualifies for the DVBE 5% bid preference on state contracts, improving your competitive position on Caltrans bids and helping you maintain compliance with participation requirements.

What Caltrans districts do you serve?

We serve all 12 Caltrans districts statewide. We’re based in San Diego (District 11) with extensive experience throughout Southern California, but we provide safety services for Caltrans projects in all regions of California from the Oregon border to the Mexican border.

What’s the difference between Cal/OSHA and federal OSHA?

Cal/OSHA (California OSHA) has jurisdiction in California and enforces stricter standards than federal OSHA in many areas. Cal/OSHA Title 8 includes California-specific requirements for Injury and Illness Prevention Programs (IIPP), more stringent lead and silica exposure limits, heat illness prevention, and additional construction safety requirements that contractors must follow on all California projects.

How quickly can you mobilize for a Caltrans project?

We maintain a team of Caltrans-experienced safety professionals and can typically mobilize within 1-2 weeks depending on project location and scope. For urgent needs, we can often provide interim coverage while preparing comprehensive project documentation.
